What can be funded?

Each year, the City puts together its Capital Improvement Plan. The plan identifies capital projects and equipment purchases for the next five years. The City has included $250,000 in the fiscal year 2017-18 Capital Budget for Hartford Decide$.  Therefore, all Hartford Decide$ projects must be eligible as capital projects.  The eligibility criteria below include requirements for capital projects as well as those requirements established by the Steering Committee.

To be eligible for further consideration, the idea and the subsequent project must meet ALL of the following criteria:
  • It will benefit the residents of Hartford
  • It will be used by the public
  • It is estimated to cost between $25,000 and $175,000
  • It will last at least 10 years
  • It is a one-time expenditure
  • It does one of the following: constructs, expands, modifies or rehabilitates a physical space or place OR is the purchase of equipment
  • It is/will be owned, operated, or managed by City government 

Examples of Eligible and Ineligible Projects

ELIGIBLE  
  • Creating a community garden on City-owned land
  • Installing new playground equipment
  • Renovating a portion of a park
  • Adding art gallery space to a library
  • Building a baseball field on school grounds

NOT ELIGIBLE:
  • Paying for the salary of a public employee or a contract with a non-profit to provide services.
  • Repairing a privately owned building.
  • Helping an organization renovate space that it rents from a private landlord.
  • Helping a religious institution repair its sanctuary.
